Authorizes physical therapists, occupational therapists, speech-language pathologists, and audiologists to make referrals for their respective services under the Medicaid School Program if they have a provider agreement.

Allows these practitioners to serve as "ordering or referring only providers" without billing directly for Medicaid services.

Limits the referral authority to services provided in accordance with a student's individualized education program (IEP) in schools.

Requires referral-making practitioners to comply with federal regulations under 42 C.F.R. 440.110 regarding licensed practitioners of the healing arts.

Enacts new section 5162.366 of the Revised Code and amends definitions in the Medicaid statute to clarify these referral authorities and update cross-references.
