Amends section 2907.03 of the Revised Code to prohibit school and higher education employees who are not in authority positions from engaging in sexual conduct with minors at least four years younger who attend their institution.

Establishes a new provision (7)(b) making it illegal for non-authority school employees to engage in sexual conduct with enrolled students at least four years younger, regardless of the employee's enrollment status.

Establishes a new provision (8)(b) making it illegal for higher education employees not in authority positions to engage in sexual conduct with minor students at least four years younger.

Violation constitutes sexual battery, a third-degree felony; if victim is under 13 years old, it becomes a second-degree felony with mandatory prison term.

Defines key terms including "public school," "nonpublic school," and "institution of higher education" for application of the statute.
