Urges the Office of the United States Trade Representative to ensure no World Trade Organization rules are violated regarding government funding of McInnis Cement and the Port-Daniel-Gascons cement plant in Quebec, Canada.

States that McInnis Cement is partially owned by the Quebec government and has received C$250 million in guaranteed loans and C$200 million in equity investments from public sources.

Asserts that the Quebec cement market is already oversaturated and the plant is designed to export the majority of its production to the United States rather than supply Canadian projects.

Claims Ohio's private cement industry should not compete with a taxpayer-funded foreign operation that will take market share and jobs from Ohio residents.

Directs the House Clerk to transmit copies of the resolution to the President, the U.S. Trade Representative, Ohio Congressional delegation members, and Ohio news media.
