Urges Congress to request that the Centers for Medicare and Medicaid Services revise guidance on employment services to allow individuals with developmental disabilities to participate in facility-based day programs, training centers, and sheltered workshops

Expresses concern that regulations in 42 C.F.R. 441.301 significantly change the home and community-based services Medicaid waiver program and reduce opportunities for participation in facility-based programs

States that county boards of developmental disabilities serve over 14,500 individuals through Medicaid waivers and coordinate services for more than 90,000 children and adults with developmental disabilities

Asserts that individuals with developmental disabilities should have the freedom to choose the settings in which they receive services, including facility-based programs and sheltered workshops

Directs the Clerk of the House to transmit copies of the resolution to the President, federal agencies, Congress, Ohio's Congressional delegation, and Ohio news media
