Urges Congress to propose the "Regulation Freedom Amendment" to the U.S. Constitution to regulate federal regulatory authority.

Proposes constitutional amendment language requiring a majority vote in both the House and Senate to adopt any proposed federal regulation that one-quarter of either chamber opposes in writing to the President.

Cites concerns that federal regulatory growth and abuse threaten constitutional liberties protected by the First, Second, Fourth, and Fifth Amendments and that federal regulators lack adequate accountability to elected representatives.

Notes that statutory laws like the REINS Act can be repealed or waived by future Congresses or Presidents, whereas a constitutional amendment cannot.

Directs the House Clerk to transmit copies of the resolution to all members of Congress and majority leadership of every state legislature.
