Proposes constitutional amendment to prohibit Ohio state agencies and public retirement systems from contracting with or investing in companies with active business operations in countries designated as state sponsors of terrorism by the U.S. Department of State.

Requires state agencies and public retirement systems to terminate all existing contracts with designated companies and divest from their stocks, bonds, and direct holdings by December 31, 2018, in a manner consistent with fiduciary duties.

Applies only to companies with active business operations in strategic industries including military equipment, mineral extraction, oil-related activities, petroleum resources, and power production projects commissioned by designated country governments.

Prohibition ceases to apply to a designated company if both the U.S. Department of State rescinds the country's terrorism designation and the Ohio General Assembly enacts legislation removing the prohibition regarding that country.

Constitutional amendment would take effect 90 days after voter approval, with submission to Ohio voters scheduled for November 8, 2016 general election.
