Proposes a constitutional amendment to authorize Ohio to issue general obligation bonds for mental health and developmental disabilities facilities, parks and recreation, and state agency housing.

Allows the General Assembly to authorize bond issuance and refunding of previously issued obligations under the same purposes, subject to limitations in the proposed Section 2t of Article VIII.

Bonds must mature no later than December 31 of the twenty-fifth calendar year after issuance, or if refunding prior debt, by December 31 of the twenty-fifth year after the original debt date.

Pledges the state's full faith, credit, revenue, and taxing power to guarantee bond repayment, with debt service exempt from certain constitutional spending restrictions and bond income exempt from state taxation.

Requires voter approval by majority vote at the November 7, 2017 general election; takes effect immediately upon adoption by voters.
