Honors Dr. R. Peter Richards for receiving a 2014 Ohio Lake Erie Award from the Ohio Lake Erie Commission.

Recognizes Richards' career at Heidelberg University's National Water Quality Laboratory as a chemical limnologist from 1978 until his retirement in 2014, where he served as director and senior research associate.

Credits Richards with developing the Richards-Baker Flashiness Index and conducting research on the relationship between phosphorus loads from tributaries and harmful algal blooms in Lake Erie.

Acknowledges Richards' scientific contributions including discovery of two new mineral polytypes, numerous water quality presentations, and peer-reviewed publications.

Directs the House Clerk to transmit an authenticated copy of the resolution to Dr. R. Peter Richards.
