Honors the memory of Joseph E. Haines, a Greene County commissioner for eight years, Ohio House member for nineteen years, and deputy director of the Ohio Department of Agriculture for four years.

Recognizes Haines as a lifelong farmer and devoted public servant with praiseworthy service records in numerous organizations including cattle feeders associations, the Ohio Shorthorn Breeders Association, and the National Association of County Commissioners.

Notes Haines received the Ervin J. Nutter Award and multiple Watch Dog of the Treasury awards during his career.

Acknowledges Haines' survivors: his wife Joy, four children (Thomas, Barbara, Thaddeus, and Jonathan), seven grandchildren, and two great-grandchildren.

Directs the Clerk of the House of Representatives to transmit an authenticated copy of the resolution to the family of Joseph E. Haines.
