Creates "Lincoln highway" license plates for vehicle owners to apply for through the registrar of motor vehicles, with identifying words or markings designed by the Ohio Lincoln highway historic byway.

Collects a $20 contribution from each applicant for registration and renewal, deposited into the license plate contribution fund, plus a $10 administrative fee for the state bureau of motor vehicles.

Directs contributions from Lincoln highway plates to the Ohio Lincoln highway historic byway, which must use funds solely to promote and support historical preservation and advertisement of the Lincoln highway in Ohio.

Amends section 4501.21 to add section 4503.86 to the list of sections whose contributions feed into the license plate contribution fund, which distributes revenues to dozens of charitable, educational, and civic organizations statewide.
