Director of development services shall aggregate percentage of income payment plan program customers and establish a competitive procurement process through auction to supply competitive retail electric generation service to those customers.

Only bidders certified under section 4928.08 and further qualified under director-prescribed eligibility criteria may participate in the auction, with selection based on lowest cost and best value to customers.

Winning bid must provide reliable competitive retail electric service, reduce costs relative to standard service offer, and result in best value for persons paying the universal service rider.

Director shall adopt rules under Chapter 119 to implement the competitive procurement process and ensure fair, unbiased auction procedures and winning bidder performance.

Director shall establish an energy efficiency and weatherization program for high-cost, high-volume use structures of eligible customers, with participation required for program eligibility; any cost savings from competitive auctioning shall be reinvested in the weatherization program.
