Eliminates the ability to conduct special elections in February and August by amending Ohio Revised Code sections 323.17, 3501.01, 5705.194, 5739.021, and 5739.026

Modifies election date requirements for school district tax levies, county sales tax levies, and other special election matters to exclude February and August

Allows special elections only on the first Tuesday after the first Monday in May and November (in addition to charter-authorized dates and March dates for presidential primary years)

Changes tax levy election procedures to restrict when school districts and county commissioners can submit tax questions to voters, preventing elections during February and August months

Applies to all special election types including school district emergency levies, county sales tax levies, and renewal levy elections
