Imposes a mandatory prison term of one, two, three, four, or five years on offenders convicted of felonious assault (section 2903.11) or any felony with purposely causing/attempting to cause death or physical harm to another, if the offense resulted in serious physical harm to a person under 13 years of age.

Requires the indictment, count in indictment, or information charging the offense to include a specification that the offense resulted in serious physical harm to a child under 13 years of age at the time of commission.

Creates a new section 2941.1424 of the Revised Code establishing the procedural requirements for imposing the mandatory minimum sentence, including the form and language of the specification.

The mandatory prison term imposed under this section cannot be reduced and must be served consecutively to any other prison term imposed for the underlying felony and any previously or subsequently imposed prison terms.

Amends existing sentencing provisions in section 2929.14 to add this new mandatory minimum as division (B)(9), specifying when courts must impose these terms for crimes against children under 13.
