Establishes rules for condominium property participation in special improvement districts, requiring unit owners association board approval through a vote before signing petitions on behalf of condo owners.

Increases competitive bidding thresholds for port authorities and authorizes them to cooperate with property owners developing special energy improvement projects and provide financing for such projects.

Extends special assessment levy periods from 10 to 30 years for special energy improvement projects to allow longer repayment terms.
