Establishes the Ohio College Opportunity Grant program providing needs-based financial aid to Ohio resident undergraduate students with expected family contribution of $2,190 or less at eligible institutions, with $20 million appropriated for fiscal years 2016-2017.

Limits state university and college overload fees to a maximum equal to tuition divided by the credit plateau, and prohibits institutions from creating alternative fees to offset this limitation.

Creates rules for allocation of state capital appropriations to colleges and universities based on recommendations from the 1994 Commission on Higher Education Debt Service.

Authorizes $16 million in competitive grant funding for workforce development capital projects at community colleges and technical colleges, with matching fund requirements ranging from 20-50% based on institution size.

Increases Ohio Public Facilities Commission debt authorization from $507 million to $539 million to fund capital facilities improvements at state-supported and state-assisted higher education institutions.
