Establishes a minimum safe passing distance of three feet when a motor vehicle overtakes and passes a bicycle.

Expands the protocol for drivers approaching intersections with malfunctioning traffic signals to include situations where signals fail to clearly indicate right-of-way assignment or vehicle detectors fail to detect vehicles.

Requires drivers at malfunctioning traffic light intersections to stop at a marked stop line (or crosswalk or intersection if no line exists), yield right-of-way to other vehicles that pose an immediate hazard, and exercise ordinary care while proceeding through.

Maintains existing penalty structure: first violation is a minor misdemeanor; violation within one year of one prior traffic offense is a fourth degree misdemeanor; violation within one year of two or more prior traffic offenses is a third degree misdemeanor.
