Enacts new section 959.21 of the Revised Code to prohibit any person from knowingly engaging in sexual conduct with an animal, possessing, selling, or purchasing an animal with intent for sexual conduct, or organizing, promoting, aiding, or abetting such conduct.

Defines "sexual conduct" to include any contact or insertion involving reproductive organs or orifices between a person and animal, or insertion of objects into an animal's vaginal, anal, or reproductive opening without bona fide veterinary or animal husbandry purpose.

Establishes violation of section 959.21 as a misdemeanor of the second degree with authority for courts to order forfeiture of animals and sale proceeds applied first to care expenses with remainder to former owner.

Authorizes law enforcement officers to seize and impound animals with probable cause to believe they are subjects of violations, with procedures and requirements mirroring those for companion animal cruelty cases.

Allows courts to impose psychological evaluation or counseling as a community control sanction or probation condition if the offender suffers from mental or emotional disorder contributing to the violation, with offender bearing all costs.
