Designates failure to display a front license plate as a secondary traffic offense with a maximum fine of $25 for vehicles required to display plates on both front and rear.

Prohibits law enforcement officers from stopping a vehicle or issuing citations solely for missing front license plates, or operating checkpoints specifically targeting this violation.

Exempts persons cited for this violation from driver's license point charges under section 4510.036 of the Revised Code.

Names the act the "DuBose Was A Beacon Act."

Applies provisions to the version of section 4503.21 scheduled to take effect January 1, 2017, and beyond.
