Am. Sub. S.B. No. 213 - Cosmetology Law Amendments

• Creates new license categories including "managing advanced" licenses for salon management and "boutique services registration" for limited services (braiding, threading, shampooing)

• Establishes annual reporting requirements to the governor detailing student enrollment, graduation rates, loan defaults, first-time licensure passage rates, complaint-driven inspections, and disciplinary actions

• Increases licensing fees and fines, with first violation fines rising from $5 to $250, and implements a tiered fine structure for subsequent violations during inspections

• Expands state board composition by adding two new members: one with current tanning permit/facility management experience and one with active esthetician licensure experience

• Requires the board to conduct facility inspections within 90 days of opening, upon complaints, and at least biennially; clarifies that independent contractors are treated as individual salons for inspection purposes
