S.B. No. 219 Summary

• Creates a metropolitan park district fund in the state treasury to receive taxpayer contributions from income tax refunds for acquiring permanent improvements or maintaining/repairing land and improvements for patron health and safety.

• Allows taxpayers claiming refunds to designate all or part of their refund for contribution to a specific metropolitan park district on their income tax return, with contributions being irrevocable upon filing.

• Tax commissioner must provide space on income tax return forms for taxpayers to specify which metropolitan park district should receive their contribution and include descriptions of fund purposes in return instructions.

• Increases the maximum number of funds available for refund contributions from six to seven funds and adjusts administrative cost allocation to divide equally among the seven funds rather than six.

• Requires the director of natural resources to report to the general assembly in January of odd-numbered years on the effectiveness of the income tax refund contribution system as it pertains to the metropolitan park district fund, including contribution amounts and individual park district data.
