Requires all freight trains and light engines to operate with a minimum crew of two individuals, with no exceptions for superintendent or trainmaster orders.

Excludes hostler service and utility employees from the two-person crew requirement.

First violation results in civil penalties of $250 to $1,000; second violation within three years results in $1,000 to $5,000; third or subsequent violation within three years results in $5,000 to $10,000.

Attorney General, upon Public Utilities Commission request, shall collect penalties through civil action.

All collected penalties are deposited into the state treasury's public utilities fund.
