S.B. No. 230 Summary

• Increases academic distress commission membership from five to seven members, adding one teacher and one parent representative appointed by the district board president.

• Establishes school action teams at each school building with eleven members including principal, teachers, nonteaching staff, and community members to develop student success recommendations and monitor school improvement.

• Requires district report cards to include number of students attending other schools, names of those schools, and aggregated assessment scores for students enrolled outside the district.

• Creates exemptions for individual school buildings that achieve a grade of "C" or higher on performance index or value-added progress scores, allowing them to exit academic distress commission oversight while the district remains under commission.

• Allocates up to $930,000 in fiscal year 2016 and $2,000,000 in fiscal year 2017 to the Department of Education for academic distress commission duties and activities, including support for innovative education programs and high-quality school accelerators.
