Creates the "Ohio Association of Child Caring Agencies" license plate, allowing vehicle owners to register with a $25 contribution per application and renewal.

Adds section 4503.528 to the Revised Code establishing requirements for the new license plate design, which must bear county identification stickers and be approved by the Ohio Association of Child Caring Agencies.

Amends section 4501.21 to include the new license plate contribution in the license plate contribution fund and directs all contributions to the Ohio Association of Child Caring Agencies for advancing its mission of improving services to children, young adults, and families.

Establishes a $10 bureau of motor vehicles administrative fee per application to compensate the bureau for additional services required in issuing the specialty plates.

Effective January 1, 2017, owners or lessees of motor-driven cycles or motor scooters may apply for the license plates in addition to passenger cars and other vehicles.
