Amends Ohio College Opportunity Grant (OCOG) eligibility to include students enrolled in community college or state community college noncredit programs for which credit is not awarded.

Establishes new section 3333.165 requiring the Ohio Board of Regents chancellor to develop policies and procedures for awarding academic credit for career or technical certification programs offered by community colleges and state community colleges.

Requires community colleges and state community colleges to award credit for career or technical certification programs and apply that credit toward an associate degree in a related field in accordance with established policies.

Modifies eligibility requirements for OCOG grants to include students in noncredit programs who meet the same expected family contribution threshold of $2,190 or less and other standard eligibility criteria.

Applies existing OCOG grant limitations, including maximum grant amounts, time limits (10 semesters/15 quarters), and progress standards, to students in noncredit programs.
