S.B. No. 241 Summary

• Requires each city, exempted village, and local school district to provide students in grades K-12 with fine arts, music, physical education, and comprehensive services from counselors, librarians/library media specialists, school nurses, and school social workers.

• Authorizes school districts to employ education professionals in seven positions: counselor, librarian or library media specialist, school nurse, school social worker, fine arts teacher, music teacher, and physical education teacher, each requiring appropriate state board licensure or certification.

• Mandates that beginning with 2015-2016 report cards, districts subject to this section must report the number of persons employed in each of these seven positions (per 1,000 students or total count if fewer than 1,000 students).

• Requires the state board to establish a recognition system for districts that employ at least five persons in at least five of the seven listed positions (adjusted for district size).

• Amends existing school accountability reporting requirements in section 3302.03 regarding performance measures, letter grades, and overall district and building report cards.
