Establishes a new roofing section within the Ohio Construction Industry Licensing Board consisting of five members (one building inspector, two non-union roofing contractors, two union-affiliated roofing contractors) with primary responsibility for licensing roofing contractors.

Expands the definition of "specialty contractor" and "licensed trade" throughout Ohio Revised Code sections to include roofing contractors, making them subject to state licensing requirements alongside electrical, plumbing, HVAC, refrigeration, and hydronics contractors.

Prohibits political subdivisions from requiring roofing contractor registration and fees unless contractors hold a valid state license under Chapter 4740, and prevents municipalities from imposing additional skills tests on contractors with valid state licenses.

Creates a transitional licensing pathway allowing individuals actively engaged as roofing contractors for at least three years prior to the bill's effective date to obtain a license within twelve months by providing proof of experience, current liability insurance ($500,000 minimum), and compliance with workers' compensation requirements.

Most provisions take effect 180 days after the bill becomes effective; board member appointments to the roofing section must occur within 90 days of the effective date; amendments to board composition take effect immediately.
