Allows beer manufacturers to provide not more than two branded refrigerated coolers to retail permit holders that sell beer for off-premises consumption.

Requires manufacturers to retain ownership of coolers and enter into written agreements with permit holders that do not restrict coolers to exclusive use by any manufacturer or brand.

Prohibits manufacturers from discriminating between retail permit holders within the same permit class based solely on size or purchases of a particular brand.

Establishes cooler size limits of 95 inches in height, 50 inches in width, and 40 inches in depth.

Clarifies that branded refrigerated coolers do not include kegs and associated equipment, and that manufacturers and wholesale distributors are not required to deliver coolers.
