Requires the Ohio Attorney General to investigate deaths of unarmed persons caused by peace officers during their duties, regardless of whether the person was in detention at the time.

Grants the Attorney General exclusive supervision and control of investigations, including authority to issue subpoenas, compel witness attendance, and compel production of records relevant to the investigation.

Authorizes the Attorney General to refer evidence to a grand jury and grants them sole responsibility to prosecute any resulting indictments, superseding the authority of all other prosecutors.

Requires the Attorney General to report to the governor if they decline to refer evidence to a grand jury or if a grand jury declines to return an indictment, including an explanation of the investigation outcome and recommendations for systemic reform where possible and lawful.
