• Basic Child Support Schedule: Creates a new income-based child support schedule starting at $8,400 annual income and increasing at $600 increments up to $300,000, replacing the previous minimum income threshold of $6,600.

• Self-Sufficiency Reserve: Incorporates a self-sufficiency reserve based on 116% of the federal poverty level for a single person, with the schedule adjusted so obligors below this threshold pay the minimum support amount.

• Parenting Time Adjustment: Allows a 10% reduction in child support obligations when a parent has court-ordered parenting time equal to or exceeding the standard parenting time order.

• Health Insurance and Medical Support: Establishes presumptions about which parent should provide health insurance coverage, defines "reasonable cost" as no more than 5% of annual gross income, and clarifies cash medical support obligations when private insurance is unavailable.

• Four-Year Review and Advisory Council: Requires the Department of Job and Family Services to review the child support schedule every four years to ensure adequacy, with assistance from a child support guideline advisory council composed of obligors, obligees, judges, attorneys, and legislators.
