Amends section 3772.99 of the Ohio Revised Code to clarify that casino operators and employees are prohibited from participating in casino gaming at their own casino facility or any affiliated casino facility in the state.

Establishes criminal penalties for violations: misdemeanor of the first degree on first offense and felony of the fifth degree for subsequent offenses when casino operators or employees participate in gaming.

Applies the prohibition to gaming activity conducted "other than as part of operation or employment" at the casino facility where the person has an interest or is employed.

Repeals the existing section 3772.99 and replaces it with the amended version that includes comprehensive penalties for various casino gaming violations and fraud-related offenses.
