Allows a law enforcement officer who retires in good standing to purchase the police dog or horse assigned to them at fair market value, with approval from both the law enforcement agency and the municipal/political subdivision's legislative authority.

Permits officers to purchase police dogs or horses for one dollar when the canine or equine unit is disbanded, or when the animal is injured, disabled, or too old for duty.

Prohibits officers who leave a canine or equine unit while the animal is still fit for duty from purchasing the animal, except for those retiring in good standing.

Amends Section 721.15 of the Revised Code regarding municipal property sales to exempt police dogs and horses from normal municipal property disposal procedures.

Declares the act an emergency measure effective immediately to establish procedures for proper disposition of police animals upon an officer's retirement.
