Chancellor of Higher Education shall create the SmartOhio Financial Literacy Pilot Program at the University of Cincinnati for the 2016-2017 school year to develop and implement regional financial education programs for grades kindergarten through eight.

Program partnership between the Ohio Council on Economic Education and OSU Extension shall develop age-appropriate curricula and instructional materials covering budgeting, credit, investments, and banking system use integrated into mathematics and English language arts instruction.

Partnership shall provide teacher training and professional development opportunities statewide to enable educators to deliver financial literacy education to elementary students.

Bill appropriates $318,000 in fiscal year 2017 from the Higher Education Program Support budget line item to fund the SmartOhio Financial Literacy Pilot Program.

Amends Sections 369.10 and 369.314 of Am. Sub. H.B. 64 to make appropriations and establish the program funding mechanism.
