Amends section 4511.093 of the Revised Code to cap annual traffic tickets issued by local authorities based on photo-monitoring devices at two times the local authority's population according to the most recent federal decennial census

Requires a law enforcement officer to be physically present at the location of any traffic law photo-monitoring device at all times during its operation

Allows officers present at photo-monitoring device locations who personally witness violations to issue tickets under standard procedures (section 2935.25), which are exempt from photo-monitoring ticket regulations

Restricts local authorities to issuing photo-monitoring based tickets only in accordance with sections 4511.096 to 4511.0912 when the present officer does not issue a ticket for a recorded violation

Repeals existing section 4511.093 and replaces it with the amended version
