Amends sections 4511.092 and 4511.093 of the Revised Code to restrict traffic law photo-monitoring device usage by municipal corporations and townships.

Redefines "local authority" to exclude any municipal corporation that does not operate a municipal fire department or municipal emergency medical service organization, and any township that does not operate a township fire department or township emergency medical service organization.

Defines "fire department" as a municipal or township fire department but excludes volunteer fire departments.

Defines "emergency medical service organization" as an organization operated by a municipal corporation or township using first responders, EMTs-basic, EMTs-I, or paramedics to provide emergency medical services.

Prohibits any municipal corporation or township that is not a qualified "local authority" from utilizing traffic law photo-monitoring devices.
