Creates the Improved Benevolent and Protective Order of Elks of the World (IBPOEW) license plate available to owners and lessees of passenger cars and approved motor vehicles in Ohio.

Requires a $25 contribution per application and registration renewal, plus a $10 additional fee to the Bureau of Motor Vehicles, in addition to regular license fees and taxes.

Directs all contributions from IBPOEW license plate registrations to the Ohio Association of the Improved Benevolent and Protective Order of Elks of the World for charitable purposes.

Amends section 4501.21 to include section 4503.702 in the list of sections whose contributions are collected in the license plate contribution fund.

License plates shall bear the acronym "IBPOEW" and a marking approved by the registrar, along with county identification stickers.
