Grants qualified immunity from civil liability to health care professionals, workers, nonprofits, and facilities providing volunteer services to indigent and uninsured persons, except in cases of willful or wanton misconduct.

Requires health care professionals to obtain informed written consent from patients before providing services and must inform patients of immunity limitations.

Establishes a medical liability insurance reimbursement program for free clinics and federally qualified health center look-alikes, reimbursing up to 80% of premiums up to $20,000.

Permits licensed health care professionals to earn continuing education credits by volunteering to provide health care services to indigent and uninsured persons, at a rate of one credit hour per 60 minutes of service.

Requires the department of health to prepare annual reports on volunteer health care services provided to indigent and uninsured persons and removes immunity protections for certain high-risk procedures (those requiring deep sedation, general anesthesia, or beyond the professional's scope of practice).
