Establishes that clubs are responsible for preventing smoke migration through shared walls or ventilation systems, with harmed individuals or entities having a legal cause of action for damages and injunctive relief.

Designates smoke migration from exempt clubs into prohibited areas as a public nuisance under Ohio law, allowing enforcement action against violating clubs.
