Adds new division (B)(6) to section 3313.66 authorizing school boards to adopt resolutions allowing superintendents to expel students for up to 60 school days for communicating threats to kill or harm persons or property on school grounds or at school activities, if the student engaged in conduct constituting a substantial step toward committing the threatened act.

Requires school boards adopting threat-based expulsion policies to consider whether expelled students pose a danger to themselves or others, potentially extending expulsions up to one additional calendar year if students refuse required safety assessments.

Mandates school districts develop continued education plans for expelled students under the new provision, which may include alternative educational settings.

Allows school boards and law enforcement agencies to file civil actions against parents, guardians, or custodians of students expelled under the threat provision to recover costs associated with the student's conduct.

Enacts section 3313.668 establishing the civil recovery mechanism and modifies expulsion procedures in section 3313.661 to reference the new threat-based expulsion authority.
