Adds a cause of action allowing employees or injured persons to sue a political subdivision if it refuses to indemnify them for judgment amounts within one year of judgment becoming final.

Action must be filed no later than six years after the judgment becomes final, and the political subdivision must pay full judgment amounts plus court costs and reasonable attorney's fees if found liable.

Applies specifically to soil and water conservation districts, with the state required to indemnify these districts and their employees in tort actions, subject to a $1 million per occurrence cap.

Indemnification is limited to judgments where the employee was acting in good faith and within the scope of employment, excluding punitive or exemplary damages and unreasonable settlement portions.

Court must conduct hearings to determine whether political subdivisions have a duty to defend or indemnify employees based on whether they acted in good faith and within their official responsibilities.
