Amends section 4511.751 of the Revised Code to modify reporting requirements for school bus operators who witness vehicles passing a stopped school bus in violation of division (A) of section 4511.75.

Changes the requirement for school bus operators to report a description of the violating vehicle's operator from mandatory to optional, requiring the description only "if possible" rather than in all circumstances.

Requires school bus operators to report the license plate number and general description of the vehicle to the appropriate law enforcement agency exercising jurisdiction over the violation area.

Maintains that law enforcement agencies shall conduct investigations to identify the vehicle operator; if identified, the license plate number establishes probable cause for issuing a citation; if not identified, a warning shall be issued to the vehicle owner or lessee.

Requires motor vehicle registrars to include with license plates a summary of the requirements and penalties for passing stopped school buses.
