Creates new section 3701.144 to establish the Ohio Breast and Cervical Cancer Project administered by the Department of Health in accordance with the national breast and cervical cancer early detection program and federal grant agreement with the Centers for Disease Control and Prevention.

Sets eligibility requirements for project services: women must have countable family income not exceeding 250% of the federal poverty line and meet insurance coverage requirements (uninsured, lacking specific screenings, or facing excessive cost sharing).

Establishes age requirements for cervical cancer screening (21-64 years old) and breast cancer screening (40-64 years old, or 25-39 years old if physician-determined necessary based on clinical examination, family history, or other factors).

Amends section 3701.601 to create the Breast and Cervical Cancer Project Income Tax Contribution Fund, which may receive contributions through income tax refunds or direct donations to support screening, diagnostic, and outreach services for uninsured and under-insured women.

Requires contributed funds to first pay for services provided by local health departments, federally qualified health centers, or community health centers, with remaining funds available for other providers.
