Creates a new program under the Ohio School Facilities Commission beginning July 1, 2017, allowing school districts to apply for state funds for technology purchases and physical alterations to improve technology infrastructure or school safety and security.

Limits eligibility to school districts that have not yet received assistance under the existing classroom facilities assistance program.

Requires school board approval by affirmative vote of at least four-fifths of board membership for district participation in the program.

Mandates the commission establish guidelines including the application process, annual district selection process, and funding award methodology with state and district cost-sharing requirements.

Provides that districts participating in this new program become permanently ineligible for the classroom facilities assistance program.
