Establishes a periodic sunset review schedule for 25 Ohio cabinet departments, divided into two groups reviewed during alternating even-numbered and odd-numbered general assemblies.

Departments expire at the end of December 31 in the second year following their review unless affirmatively renewed by the General Assembly through passage of a continuation bill.

Requires standing committees to hold public hearings and evaluate departments based on 23 specific criteria, including public need, efficiency, regulatory burden, overlap with other agencies, and compliance with statutory mandates.

Departments subject to review must submit reports detailing their purpose, goals, workload, staffing levels, and budgets; departments bear the burden of demonstrating continued public need for their existence.

Departments that are not renewed must wind down operations during a two-year period and cease all operations at midnight on the day after their expiration date; the Director of Budget and Management is prohibited from authorizing expenditures for expired departments.
