Changes the threshold for casual vehicle sales requiring a dealer license from "more than five" to "four or more" sales in a twelve-month period under section 4517.02.

Reduces the limit on casual sales of salvage motor vehicles from five to three per calendar year in section 4738.02.

Changes criminal penalties for violations from "minor misdemeanor" to "unclassified misdemeanor" with mandatory fines of $1,000 for first offenses and increased penalties for subsequent violations.

Modifies the definition of "salvage motor vehicle" to clarify that it includes vehicles declared a total loss by an insurer or owner, in addition to wrecked or damaged vehicles.

Amends penalties in section 4738.99 to impose "unclassified misdemeanor" charges with mandatory fines of $400 for violations, upgrading subsequent offenses to felony of the fifth degree.
