Creates definition of "unsafe used tire" including tires worn to two-thirty-seconds of an inch tread depth or less, tires with damage exposing reinforcing plies, tires with improper repairs, recalled tires, and tires with inner liner or bead damage.

Prohibits suppliers from installing unsafe used tires on passenger cars, multipurpose passenger vehicles, or trucks that will operate on public highways.

Establishes violations as unconscionable consumer sales acts or practices under existing consumer protection law.

Imposes a fine of not more than one thousand dollars for violations and makes violations strict liability offenses where intent is not required.

Exempts tires temporarily removed from a vehicle for unrelated service and reinstalled on the same vehicle from the prohibition.
