Grants Ohio municipal corporations authority to enact ordinances allowing them to ban or restrict open carry and concealed carry of firearms in publicly secured areas during events of regional or national significance, contingent on a municipal determination that such restrictions are necessary for public safety.

Requires ordinances under this authority to specify: (1) procedures for determining what qualifies as an event of regional or national significance, (2) procedures for establishing and defining publicly secured areas subject to restrictions, and (3) procedures for public dissemination of ban or restriction details.

Makes firearm bans or restrictions valid only during the specific event for which they are imposed and only within the designated publicly secured area; violating an imposed ban or restriction is prohibited.

Adds a new category to concealed handgun license restrictions in Section 2923.126 that prohibits carrying concealed handguns in publicly secured areas where municipalities have imposed bans or restrictions during regional or national significance events.

Clarifies that state preemption of concealed handgun licensing does not limit municipal corporations' authority to impose temporary firearm bans or restrictions in publicly secured areas during qualifying events, as established under Section 9.68.
