Enacts sections 149.21 through 149.27 of the Revised Code to adopt the Uniform Electronic Legal Material Act in Ohio.

Defines "legal material" to include Ohio's Constitution, session laws, Revised Code, state agency rules with effect of law, and final decisions of state administrative agencies.

Requires official publishers of electronically published legal material to authenticate records using a method allowing users to verify the material is unaltered from the official version.

Mandates official publishers preserve and maintain security of electronic legal material with integrity safeguards, backup and disaster recovery procedures, and continuing usability for permanent public access.

Directs official publishers to consider standards from other jurisdictions, national standard-setting bodies, user needs, and government views when implementing electronic legal material requirements.
