Allows the registrar of motor vehicles to issue nondriver identification cards without expiration dates to disabled veterans as defined in section 323.151 of the Revised Code.

Extends non-expiration card eligibility to residents who received an honorable discharge from the armed forces and are mobility impaired or blind as defined in section 955.011 of the Revised Code.

Exempts eligible veterans from standard identification card expiration requirements, which normally expire on the cardholder's birthday in the fourth year after issuance.

Allows disabled veterans with 100% service-connected disability ratings to obtain duplicate or replacement cards without paying fees or lamination charges.

Duplicate or replacement cards issued to eligible veterans expire on the same date as the original card they replace (no expiration date).
