Amends section 4511.21 of the Revised Code to require school zone signs be equipped with flashing or other lights, or indicate the times when the school zone speed limit is enforced.

Signs equipped with flashing lights may be activated by time clock, automatic device, or manual activation, with the Director of Transportation establishing adequate standards for their use.

Maintains the 20 miles per hour speed limit in school zones during recess and school opening/closing hours when children are present.

Directs the Department of Transportation to provide funding for changes to school zone signage standards resulting from the bill, with appropriations from Highway Operating Fund (Fund 7002) for fiscal year ending June 30, 2017.

Repeals existing section 4511.21 and replaces it with the amended version.
