S.B. 354 Summary

• Creates "eligible school district" status for city, local, or exempted village school districts that resulted from transfers, mergers, consolidations, or creation of new districts between July 1, 2013, and June 30, 2018, and have demonstrated efficient use of facility space.

• Requires the Ohio School Facilities Commission to give eligible districts first priority for classroom facility project funding regardless of their percentile rank, with funding available as funds become available.

• Allows the Commission to reduce an eligible district's portion of basic project costs by up to 25 percentage points (minimum 5 percent) if certain conditions are met, including construction on state higher education institution land with appropriate agreements.

• Allows an additional 10 percentage point reduction (minimum 5 percent) if the project involves construction on state higher education land, the institution has a written agreement with the district, and the institution participates in the College Credit Plus program.

• Repeals section 3318.32 and amends sections 3318.02, 3318.024, and 3318.30 of the Revised Code to update cross-references from "sections 3318.01 to 3318.32" to "sections 3318.01 to 3318.20."
